The Credit Card Associations make money by charging an assessment on every transaction that involves one of their cards. The assessments are charged on authorizations, gross debit card transactions, gross credit card transactions, refund vouchers, Zero dollar verifications (verifying a cardholder’s information without an authorization), settlement, and even an assessment if the cardholder uses a card not issued in the USA. Some other assessments can be somewhat punitive as for submitting an authorization without a matching transaction or a transaction without a matching authorization. Of course there are also network fees for sending a transaction through the association’s network.
